Last week, the EU told their citizens to have all their essentials at hand amid growing tensions in Europe.
Due to 'growing geopolitical tensions and conflicts, hybrid and cybersecurity threats', the various challenges 'cannot be ignored', they said.
President Ursula von der Leyen said 'our citizens, our Member States, and our businesses need the right tools to act both to prevent crises and to react swiftly when a disaster hits'.

Security advisers are reportedly telling Brits to prepare a 72-hour survival kit due to potential threats from Russia targeting the UK's energy infrastructure.
The Daily Mail has reported that a Russian spy ship, the Yantar, has been discovered in British waters, which could lead to the possible sabotage of critical assets like gas pipelines and undersea cables.
Such actions could lead to significant disruptions and mass blackouts after a source told the outlet: "We know that the Russians are active in the North Sea and have the power to cripple our energy links.
"We need to become much more self-sufficient, and quickly. And households should be ready for all eventualities."
"We are [also] now massively dependent on electricity imports and we are going to become more dependent on those imports," another source added.

"The director general of MI5 has warned about GRU [Russia's military intelligence service] tactics in Western countries, including sabotage or arson. Energy infrastructure is a sitting duck."
Dr Sidharth Kaushal of the Royal United Services Institute, a defence think tank, claims that 'energy in general and gas in particular is an area of acute concern'.
"I would point to the very heavy reliance on the Langeled pipeline from Norway as being essentially a single point of failure within the system," he said.
This comes after a Government source told the outlet that Prime Minister Sir Keir Starmer is sharpening up UK defence, with 'plans to reach 2.5 percent of the GDP' by 2027.
